  • Overview

    The Proposal and Manual Writer is responsible for assisting the sales force and other entities in the company to develop proposals, both unsolicited and in response to Requests for Proposals (RFP’s).  This person is also responsible for maintaining an information database for use in developing proposals, administrative tasks associated with the proposal process, documenting company protocols and procedures for publication in a manual format, and ensuring that all documents and proposals meet the company’s high standards of quality.

    Responsibilities

    1. Develop proposal response strategy by identifying and clarifying requirements and evaluation criteria, studying solicitation documents, and participating in proposal team meetings.
    2. Track requests and manage the proposal completion process to ensure that proposal projects and RFP responses are completed and delivered by the required due date.
    3. Establish priorities and dates for information gathering, writing, review and approval. Coordinate requirements with content contributors and contribute proposal status information to proposal team review meetings.
    4. Create and write competitive proposal content and manage the submission process.
    5. Assemble proposal documents for final submission.
    6. Develop and maintain core proposal content and library of content in a database; update content database as needed and incorporate existing content to address RFP requirements.
    7. Assist staff in locating company or project information necessary for each proposal or RFP response.
    8. Identify sources of information and conduct interviews of subject matter experts and convert information into written proposal responses.
    9. Ensure that proposals are formatted according to the specific requirements of the RFP’s.
    10. Proofread proposals and obtain internal quality control approvals by reviewing proposals with key providers, project managers, Business Development Specialist, appropriate sales staff and/or management as appropriate.
    11. Provide final draft of RFP’s for management review.
    12. Draft and submit company protocols and procedure manuals for management review.
    13. Improve proposal writing results by evaluating and redesigning processes, approach, coordination, and templates, implementing changes for continuous process and content improvement.
    14. Stay abreast of changes in product/program offerings, translating those updates to incorporate changes/enhancements into proposal content to ensure information is current in proposals.
    15. Gather competitive proposal information and conduct analysis to identify advantages/ disadvantages to help better position the company for future opportunities.
    16. Track and report the proposal project load, proposal results, etc.

    Qualifications

    EDUCATION:

    Bachelor’s degree in English, Technical Writing, Journalism, Communications, Marketing, or related field.

     

    EXPERIENCE:

    1. Minimum of two years of professional writing experience, to include proposal responses and/or technical writing, as well as content development.
    2. Extensive experience with MS Office, including: Word, Excel, PowerPoint, Outlook, and SharePoint, as well as experience working with databases and creating documents and formatting in Adobe Acrobat.

    15. Ability to work well with individuals at all levels within the organization to gather data.
    16. Excellent interpersonal and client relations skills, as well as strong verbal and written communication skills.
